Such sign may be located in any required yard <br />area; provided, that such sign is erected not closer than twenty feet to any <br />property line„ <br />(B) Unlighted or nonflashing lighted double or single --faced signs identify- <br />ing the occupant of the premises or the activity conducted on the premises; <br />provided, that for each crcupancy the following regulations shall be applied: <br />(1) Signs shall be placed on the building in which the use referred to <br />takes place,, or placed on canopies attached to the building in which the use <br />referred to takes place, <br />(2) Signs shall not project above the highest point of the roof line of <br />the building„ <br />(3) Signs may extend not more than eighteen inches into any required <br />yard area, unless the Commission approves a greater extension. <br />(4) No blinking or animated signs and no banners or similar adver- <br />tising devices shall be permitted* <br />(C) Unlighted or nonflashing lighted double or single -faced directional <br />signs not exceeding twelve square feet in area per display face necessary to <br />direct and control vehicular and pedestrian traffic. Such directional signs <br />may be located in any required yard area. <br />(SECTION 921): <br />PLOT PLAN* <br />The building official of the city shall not issue a building permit prior <br />to the submission and final approval of a precise plot plan, in accordance with <br />the following procedure: <br />�I (a) Upon application for a building permit., a plot plan showing <br />building locations, parking areas, lot areas, vehicular access facilities, <br />signs and landscaped areas must be submitted to the planning commission to <br />I determine compliance with the provisions of this article„ <br />(b) The approval of the plot plan by the Planning Commission shall <br />include a determination and consideration of the work and improvements <br />necessary for the protection of the public peace, health, safety and general <br />welfare. In considering and determining necessary works and improvements, <br />the Planning Commission shall be guided by the provisions of the Subdivision <br />Regulations of the City of Colton, <br />(c) Prior to consideration of the plot plan by the Planning Com- <br />mission, the permit applicant shall be notified of the time, date and place of <br />the Planning Commission meeting, The notice may be served personally or <br />by mail addressed to the application address at least seven days prior to the <br />meeting date, and shall contain a statement of the works and improvements <br />recommended or to be considered. <br />(d) The Planning Commission shall consider evidence of the size, <br />type, location and character of the proposed use, and based thereon, make a <br />determination as to the required work and improvements, if necessary. Each <br />specific work and improvement required shall be based upon a finding by the <br />Planning Commission that due to the size, type, location and character of the <br />use, the public peace, health, safety an d general welfare require the work <br />or improvement., <br />
