That Section 5-303 of the "Uniform Sign Code, 1964 <br />Edition", shall be amended as follows: <br />Section 5-303 � 3. Deleted. <br />Section 4. That the "Uniform Sign Code, 1964 Edition", is amended <br />by adding Section 705 as follows: <br />Section 705. All applications for a ground sign permit received <br />b,y the Administrative Authority shall forthwith be forwarded to the City Council <br />for approval. The City Council shall by motion, duly pass, approve or deny <br />said application with such conditions as it may impose. <br />Section 5. That all ordinances or parts of ordinances in conflict with <br />the terms and provisions hereof and particularly Ordinance No. 1065 are <br />hereby repealed. <br />Section 6. If any section, subsection, clause, or phrase of this <br />ordinance of the "Uniform Sign Code, 1964 Edition", hereinbefore adopted, is <br />for any reason held to be unconstitutional by any court of competent jurisdiction, <br />such decision shall not affect the validity of the remaining portions hereof. <br />Section 7.
