ORDINANCE NO. 1369 <br />AN ORDINANCE PROHIBITING THE OPERATION <br />OF A MOTOR VEHICLE ON PUBLIC OR PRIVATE <br />PROPERTY OTHER THAN PUBLIC STREETS, HIGH- <br />WAYS AND THOROUGHFARES WITHOUT WRITTEN <br />CONSENT OF THE OWNER OR WHEN NOT EQUIPPED <br />WITH A STANDARD FACTORY INSTALLED MUFFLER <br />OR ITS EQUIVALENT. <br />The City Council of the City of Colton does ordain as follows: <br />SECTION ONE. No person shall operate a motor -driven, i.e. <br />internal combustion powered, vehicle on private property in the City <br />of Colton without the written permission of the owner or his duly auth- <br />orized agent, save and except vehicles being driven pursuant to express <br />lawful authority or in the event of an emergency to :Nave life or property <br />or prevent injury thereto. The operator of such a motor vehicle must <br />carry such permit on his person when so operating a motor vehicle and <br />display the permit to a Police Officer or other person authorized to inquire. <br />SECTION TWO. Any motor vehicle operated pursuant to Section <br />One of this ordinance shall be equipped with a standard factory installed <br />muffler or its equivalent as prescribed by and in accordance with -the <br />specification of the Vehicle Code of the State of California. Without <br />limitation upon the foregoing, the muffler shall not have a cutoff, bypass <br />or similar device or any baffle plates removed therefrom, nor shall the <br />muffler be modified in any way so as to increase the decibel level of the <br />operation of the motor vehicle from that resulting from standard factory <br />installed quipment. <br />SECTION THREE.
