<br />at all the times herein mentioned had and still
<br />has a bona fide subscription list of paying sub-
<br />scribers, and which newspaper has been estab-
<br />lished, printed and published at regular intervals
<br />in the said City of Colton, State of California,
<br />County of San Bernardino, for a period exceeding
<br />one year next preceding the date of publication of
<br />the notice hereinafter referred to; and which news-
<br />paper is not devoted to nor published for the in-
<br />terests, entertainment or instruction of a particular
<br />class, profession, trade, calling, race, or denomin-
<br />ation, or any number of same; that the notice, of
<br />which the annexed is a printed copy, has been
<br />published in each regular and entire issue of said
<br />newspaper and not in any supplement thereof on

<br />ORDINANCE NO. 1369
<br />AN ORDINANCE PROHIBITING
<br />SHE OPERATION OF A MOTOR
<br />JEHIChE ON PUBLIC OR
<br />PRIVATE PROPERTY OTHER
<br />THAN .PUBLIC STREETS, HIGH -
<br />NAYS AND THOROUGHFARES
<br />NITHOUT WRITTEN CONSENT
<br />JF THE OWNER OR WHEN NOT
<br />E=QUIPPED WITH A STANDARD
<br />FACTORY INSTALLED MUF-
<br />FLER OR ITS EQUIVALENT.
<br />The City Council of the City of
<br />Colton does ordain as follows:
<br />SECTION ONE. No person shall_,
<br />operate a motor -driven, i.e. internal
<br />combustion powered, vehicle on
<br />private property in the City of Colton
<br />without the writtenpermission of the
<br />owner or his duly authorized agent,
<br />save and except vehicles being
<br />driven pursuant to express I lawful
<br />authority or in the event of an
<br />emergency to save life or 'property
<br />or prevent injury thereto. ,The -
<br />operator of such a motor vehicle
<br />must carry such permit on his
<br />person when so operating a motor
<br />vehicle and display the permit to a
<br />Police Officer or other person
<br />authorized to inquire.
<br />SECTION TWO. Any motor
<br />vehicle operated pursuant to Section
<br />One of this ordinance shall be
<br />equipped with a standard factory
<br />installed muffler or itsequivalentas
<br />prescribed by and in accordance-,
<br />with the specificatibn of the Vehicle
<br />Code of the State of California.
<br />Without limitation upon the
<br />foregoing, the muffler shall not t►ava
<br />a cutoff, bypass or similar devioe of
<br />any baffle plates removed
<br />therefrom, nor shall the muffler be
<br />modified in any way so as to in-
<br />crease the decibel level of the
<br />operation of the motor vehiI66 from
<br />that resulting from standard factory
<br />installed equipment.
<br />SECTION THREE. Any :persons
<br />violating any of the provisions of this
<br />ordinance shall be deemed guilty of
<br />a misdemeanor, and upon conviction
<br />thereof, shall be punished by a fine
<br />not to exceed five hundred dollars
<br />($300.00) or by imprisonment in the
<br />County Jail not exceeding six
<br />months or by both such fine and
<br />imprisonment.
<br />SECTION FOUR. The .y,ilidity of
<br />any section, clause,' S ieoc' "�
<br />provision of this ordinance shalt"i
<br />affect the validity of any other parts
<br />which can be given effect _without
<br />such invalid part or parts.
