1 2 3 4 5 6 7 8 9 10 11 ORDINANCE NO. 1515 AN ORDINANCE OF THE CITY OF COLTON, CALIFORNIA, AMENDING CHAPTER 13.08 OF THE COLTON MUNICIPAL CODE, REGULATING THE DISCHARGE OF WASTES INTO THE SEWERAGE SYSTEM OF THE CITY OF COLTON AND REPEALING ORDINANCE NO. 1366, AN ORDINANCE REGULATING THE USE OF THE SEWERAGE AND DRAIN- AGE SYSTEM OF THE CITY OF COLTON. THE CITY COUNCIL OF THE CITY OF COLTON does ordain as follows: SECTION 1. Chapter 13.08 of the Colton Municipal Code is hereby amended to read as follows: 13.08.010 Preamble. The sewerage system of the City of Colton discharges treated effluent to the Santa Ana River bed. The chemical nature of this effluent affects the quality of water flowing in the 12 receiving stream as well as the quality of underground waters in the 13 vicinity. 14 A.- Regional Water Quality Control Board No. 8 of the State of 15 California has established limitations.upon the chemical and biological 16 content of sewage effluent discharged by the City of Colton, said 1imita- 17 tions being reflected by Order No. 74-22. 18 B. The City of Colton must regulate the flow of certain 19 wastes into its sewerage system. 20 13-03.020 Definitions. Unless the context specifically indicates 21 otherwise, the meaning of the terms used in this Article shall be as 22 follows: 23 A. "Person" shall mean any individual, firm, company, asso- 24 ciation, society, corporation, or group and includes the plural as well 25 as the singular. 26 B. "Public Sewer" shall mean any sewer located in or main - 27 tained by the C I ity of Colton in which all owners of,ab utting property 28 have equal rights; the term as here used does not include storm drains or channels for conveyance of natural surface waters.
