The Building Official shall give notice to the applicant of the time of such presentation at least five days prior to the time when such appli- cation will be considered. The City Council shall, by motion, duly pass, approve or deny said application, subject to such terms and conditions as the City Council may deem appropriate. SECTION 3. Permits withheld or suspended. No building permit or occupancy permit shall be issued when the City Council or a.properly dele- gated authority gives notice to the Building Official to withhold or suspend the same, when it isdeemed to be in, the public interest for protection of public health, safety or general welfare including noncompliance by the appli- cant with any laws, contracts, or agreements with the City or its Planning Com- mission, or improper land use or failure to complete any conditions set forth by said City or its Planning Commission. Such action must contain a provision for release of the permit upon approved corrective action by the applicant or 18 permittee. f :L9 SECTION 4. Property Access. Before any building permit is i 20 � granted, except as required by law, a committee comprised of the Building Offi 211 cial, City Engineer, Fire Chief and Planning Director shall indicate by signa- 2 2 tore thereon that the site, lot or parcel in question has adequate frontage 23 1 upon a dedicated public street, determined by said committee to be adequate for I 24 i purposes of access, including access for emergency vehicles, proper utility 25 ! service, has adequatedrainage, complies with the Subdivision Ordinance of the 26 f City, and further tha� the proposed use and/or construction is in compliance 27 with all other ordinances and laws including the General Plan or any Specific 1 I 28 ! Plan of the City of Ctllton. I
