3 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9i <br />10 <br />11 <br />12. <br />13 <br />14 <br />15 <br />M. <br />17 <br />All applications for such a permit received by the Building <br />Officials shall forthwith be referred to the City Council for such action. <br />The Building Official shall give notice to the applicant of the <br />time of such presentation at least five days prior to the time when such appli- <br />cation will be considered. <br />The City Council shall, by motion, duly pass, approve or deny <br />said application, subject to such terms and conditions as the City Council may <br />deem appropriate. <br />SECTION 3. Permits withheld or suspended. No building permit <br />or occupancy permit shall be issued when the City Council or a.properly dele- <br />gated authority gives notice to the Building Official to withhold or suspend <br />the same, when it isdeemed to be in, the public interest for protection of <br />public health, safety or general welfare including noncompliance by the appli- <br />cant with any laws, contracts, or agreements with the City or its Planning Com- <br />mission, or improper land use or failure to complete any conditions set forth <br />by said City or its Planning Commission. Such action must contain a provision <br />for release of the permit upon approved corrective action by the applicant or <br />18 permittee. <br />f <br />:L9 SECTION 4. Property Access. Before any building permit is <br />i <br />20 � granted, except as required by law, a committee comprised of the Building Offi <br />211 cial, City Engineer, Fire Chief and Planning Director shall indicate by signa- <br />2 2 tore thereon that the site, lot or parcel in question has adequate frontage <br />23 1 upon a dedicated public street, determined by said committee to be adequate for <br />I <br />24 i purposes of access, including access for emergency vehicles, proper utility <br />25 ! service, has adequatedrainage, complies with the Subdivision Ordinance of the <br />26 f City, and further tha� the proposed use and/or construction is in compliance <br />27 <br />with all other ordinances and laws including the General Plan or any Specific <br />1 I <br />28 ! Plan of the City of Ctllton. <br />I <br />
