R-77, on January 7, <br />1964, by Ordinance No. 1179 of the City and a Redevelopment <br />Plan for the Downtown Redevelopment Area, Project No. 2 (Calif. <br />R-85) on January 1.8, 1966, by Ordinance No. :1263 of the City, <br />and both previously adopted redevelopment plans are in con- <br />formity with the then existing requirements of the Community <br />Redevelopment Law; therefore, it must be presumed that the <br />Agency and City have likewise adhered to the requirements of <br />the Community Redevelopment Law for the adoption of the <br />Redevelopment Plan for the Cooley Ranch, Project No. 4, and <br />that a legally complete redevelopment plan for said Cooley <br />Ranch, Project No. 4, must have been created to carry out the <br />intent of the City Council at the time of adoption of Ordinance <br />No. 1478; and <br />-2- <br />
