1 WHEREAS, it is desirable at this time to reconstruct <br />2 those portions of the Redevelopment Plan that are not. presently <br />3available in the files of the Agency, but were intended to have <br />4 been created and were given legal effect and upon which various <br />5 public bodies have relied since the effective date of ordinance <br />6 No. 1478, being August 28,1975; and <br />7 WHEREAS, it is desirable at this time to include <br />8 certain amendments to the Redevelopment Plan,,being those which <br />9 (1) are required to reconstruct those portions of'the Redevelop - <br />10 merit Plan as set forth above, and (ii) are desirable to update <br />11 this redevelopment plan; and <br />12 WHEREAS, the amendments to and reconstruction of the <br />13 Redevelopment Plan will not cause the taxing agencies to incur <br />14 any additional adverse tax consequencies,• and <br />15` WHEREAS, the Agency has formulated, prepared: and. <br />16` approved the proposed Amendment No. 1 to the Redevelopment Plan <br />17 for the Cooley Ranch, Project No . 4 ( the "Amendment"); and <br />18 WHEREAS, the Planning Commission of the City of <br />19' Colton has submitted its Report and Recommendations to the City <br />20 Council recommending approval of the proposed Amendment; and. <br />21 WHEREAS, the City of Colton has previously approved <br />22 an Environmental: Impact Report for the Cooley Ranch Planned <br />23 Community dated March 1, 19744; and <br />24' WHEREAS, the City of Calton has approved an Initial <br />25 Study and a Negative Declaration, has authorized for publication. <br />26 a Notice of Preparation and has authorized for filing a Notice <br />27 of Determination all pursuant to the California Environmental <br />28_ Quality Act (CEQA) and the rules' promulgated thereunder <br />
