Permits withheld or suspended. No building permit <br />or occupancy permit shall be issued when the City Council or a properly dele- <br />gated authority gives notice to the Building Official to withhold or suspend <br />the same, when it is deemed to be in the public interest for protection of <br />public health, safety or general welfare including noncompliance by the appli- <br />cant with any laws, contracts, or agreements with the City or its Planning Com <br />mission, or improper land use or failure to complete any conditions set forth <br />by said City or its Planning Commission. Such action must contain a provision <br />for release of the permit upon.approved corrective action by the applicant or <br />permittee. <br />t SECTION 4. Property Access.
