The City Council of the City of Colton <br />does hereby find from its review of data and information <br />from its staff and various consultants, concerning Colton's' <br />ability to provide sewage treatment to its residents, that <br />Colton's sewer services, including all existing wastewater <br />treatment facilities which Colton is obligated to provide to the <br />public, are inadequate and incapable of proper performance due <br />to the accelerated rate of residential development both <br />within Grand Terrace, the County of San Bernardino and Colton. <br />The City Council has informed Grand Terrace and the County of <br />San Bernardino that Colton's wastewater treatment plant will <br />not be able to accept additional sewage unless its capacity <br />is expanded. The City Council is further informed that said <br />plant cannot be operationally expanded under existing conditions <br />and that such expansions, if possible,, would cost in excess <br />of $670,000. The present rate of residential development has <br />imposed a heavy burden on Colton by exhausting Colton's pre- <br />-3- <br />
