Realization of <br />the pace and extent of ;change now evident, as well as the <br />potential for physical, environmental, social and fiscal pro- <br />blems generated by exhaustion of Grand Terrace's and Colton's <br />wastewater treatment capacity, has forced Colton to commence <br />litigation against Grand Terrace and County to seek declaratory <br />relief with respect to Colton's obligation to provide sewage <br />treatment to Grand Terrace and to County; and <br />WHEREAS, the City Council of Colton has approved <br />tentative subdivision maps for single family residential <br />development which, if developed, would result in the ,con- <br />struction of approximately 1,900 additional residential units; <br />such development would overtax all of Colton's existing waste- <br />water treatment capacity and would therefore constitute an <br />immediate danger to the public health, safety and general <br />welfare of the people of the City of Colton; and <br />WHEREAS, Colton has been advised by the California <br />Regional Water Quality Control Board - Santa Ana Region <br />that, due to the overloaded capacity of the present sewage <br />treatment plant and effluent mineral violations resulting <br />from this overloaded condition, a cease and desist hearing <br />against Colton for violation of the waste discharge require- <br />ments for the City of Colton .as set forth in Order No. 79-28 <br />appears imminer t and <br />WHEREAS, if a formal enforcement action is taken <br />by the California Regional Water Quality Control Board - Santa <br />Ana Region, it is likely that all uses of property within <br />w._� ,.�,� 'F <br />-2- <br />
