In 8 9 10 11 12 13 14 15` 16 17 18 19 20 21 22 23 24 25 26 27 28 plumbing and drainage systems; creating an Administration Office and a Board of Plumber Examiners., and prescribing their duties; def:ning.•certain terms; estab- lishing minimum regulations for the installation, alteration or repair of plumb- ing and drainage systems and the inspection thereof; providing penalties for its violation and repealing conflicting ordinances If any section, subsection, sentence, clause, phrase or portion of this Code is for any reason held to be invalid or unconstitutional by the de- cision of any court of competent jurisdiction, such decision shall.not affect the validity of the remaining portions of this Code. The Council of the City of Colton hereby declares it would have passed this Ordinance and each section, subsection, clause, or phrase thereof ir- respective of the fact that any one or more sections, subsections, clauses or phrases be declared invalid. All Ordinances orpartsof Ordinances in conflict with the provi- sions of this Ordinance, particularly Ordinance No, 1501, are hereby repealed. Section 20'.3 - Violations and Penalties. Any person, firm or corporation violating any provision of this code shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed $300.00 or by imprisonment in the County Jail for not to exceed ninety (90) days, or both.fine and impri.sonment. Each ;eparate day or any portion thereof during which any violation of this Code occur )r continuesshall be deemed to constitute a separate offense and upon conviction ;hereof, shall be punishable as herein provided. The issuance or, granting.of a, permit or approval of plans and pecifications shall not be deemed or.construed to be a permit for, or an approv- .1 of, any violation of any of the provisions of this Code. No permit presuming :o give authority to violate or cancel the provisions of this Code shall be valid
