Approval of the amendment
provides additional industrial development opportunities on this property and other
properties that designated "Medium Industrial" in the Specific Plan (See Land Use
Element: Industrial Principles 1, 2, 4 & 5, pp. 2-24).
D. The Specific Plan Amendment promotes greater design flexibility and
encourages more economical and efficient use of land because it redesignates
additional property in the Specific Plan area for medium industrial development.
SECTION 4. Based on the entire record before the City Council and all written and
oral evidence presented, the City Council finds the General Plan Amendment complies with
"CEQA" and hereby adopts the negative declaration for the following reasons:
A. The negative declaration and initial study prepared for the Application
contain a complete and accurate reporting of the environmental impacts associated
with the Application. The documents have been completed in compliance with CEQA
and the State CEQA Guidelines.
B. The negative declaration and initial study prepared for the Application
reflect the independent judgment of the Planning Commission and City Council.
C. As the approving body for the Application, the City Council reviewed
and considered the information contained in the negative declaration, initial study and
administrative record prior to approving the Application.
D. All environmental impacts of the Application are insignificant and will
be mitigated to a level of insignificance. There is no substantial evidence in the
record supporting a fair argument that the Application will result in significant impacts.
3
