Based on the entire record before the City Council, all written <br />and oral evidence presented, and the findings made in this Ordinance, the City <br />Council hereby approves an amendment to the Land Use Plan Map (Figure 20) for <br />the Agua Mansa Industrial Corridor Specific Plan to redesignate property located at <br />2300 S. Riverside Avenue (Assessor Parcel No. 0260-091-77-0000) from <br />"Agricultural/Open Space/ Equestrian" to "Medium Industrial" as shown on the <br />attached Exhibit "B." <br />SECTION 3. Based on the entire record before the City Council, including all <br />written and oral evidence presented, the City Council finds that the proposed amendments to <br />the Specific Plan are consistent with the General Plan of the City of Colton ("General Plan") <br />and the Agua Mansa Industrial Corridor Specific Plan and are not contrary to the goals and <br />objectives of the General Plan and Specific Plan for the following reasons: <br />A. The Specific Plan Amendment promotes an appropriate distribution, <br />location, and extent of land uses because it provides for additional industrial uses in <br />an area where industrial uses are encouraged. Such distribution of uses is consistent <br />with the City's General Plan policies and principles. (See Land Use Element: <br />Industrial Principles 1, 2, 4 & 5, pp. 2-24). <br />B. The Specific Plan Amendment promotes an appropriate distribution, <br />location, and extent and intensity of major components of public and private <br />transportation, sewage, water, drainage, solid waste disposal, energy, and other <br />essential facilities within the Specific Plan area. The property already has access to <br />backbone infrastructure components. Moreover, approval of the Specific Plan <br />Amendment provides additional industrial development opportunities within the <br />Specific Plan area. <br />C. The Specific Plan Amendment is consistent with the Specific Plan and <br />General Plan standards and criteria for development, and standards for the <br />conservation, development, and utilization of natural resources, where applicable. <br />The Specific Plan Amendment amends the land use designation of a 49+ acre <br />2 <br />
