I amendments to portions of the Reche Canyon Specific Plan attached hereto as Exhibit "B."
2 SECTION 2. The Land Use Plan Map for the Reche Canyon Specific Plan referred
to in Section 18.34.060 of the Colton Municipal Code is hereby amended as shown on the attached
3 Exhibit "13-1."
4 SECTION 3. Based on the entire record before the City Council, including all written
and oral evidence presented, the City Council finds that the proposed amendments to the Specific
5 Plan are consistent with the General Plan of the City of Colton ("General Plan") and the Reche
Canyon Specific Plan and are not contrary to the goals and objectives of the General Plan and
6 Specific Plan for the following reasons:
7 A. The Specific Plan Amendments would clarify the density requirements
of the Specific Plan so that future applicants can process development projects in a timely and
8 consistent manner.
9 B. The Specific Plan Amendments are consistent with the Specific Plan
and General Plan standards and criteria for development, and standards for the conservation,
10 development, and utilization of natural resources, where applicable, because the Specific Plan
Amendments promote environmentally-sensitive development within the newly-created sub-planning
11 area. Moreover, the Specific Plan Amendments incorporate additional design and grading standards
and criteria that are consistent with existing components of the Reche Canyon Specific Plan.
12
C. The Specific Plan Amendments are consistent with the goals and
13 objectives of the General Plan and Specific Plan, including the following:
14 1. GP Land Use Element - General Objective No. 1. The Specific Plan
15 Amendment promotes the creation of land use patterns, which provide a safe, harmonious and
attractive residential living environment. The proposed Specific Plan Amendments create
16 development standards and amend the land use plan to accommodate a 47-lot, single family
residential subdivision with large amounts of open space. The existing and proposed development
17 standards contained in the Specific Plan promote the design and development of environmentally
sensitive and aesthetically compatible residential development with appropriate public
18 improvements.
19 2. General Plan Land Use Element - Principle No. 2. The Specific Plan
Amendment promotes a diversity of residential development types and allows adequate design
20 flexibility by providing upper income housing opportunities in a hillside development setting.
21 3. General Plan Land Use Element - Principle No. 6. The Specific Plan
Amendment authorizes the development of housing in an environmentally sensitive manner and
22 avoids areas of the Subject Property that are too steep to develop in an environmentally sensitive
manner. Moreover, the Mitigated Negative Declaration (MND) prepared for this project identifies
23 mitigating measures to reduce the risk of occurrence or exposure to hazardous areas.
24 4. General Plan Land Use Element - Standard No. 4. In areas
designated Residential Estate, slope, soil stability and other environmental factors shall be
25 examined before allowing development and determining allowable density, not to exceed 2 dwelling
units per acre.
26
5. General Plan Land Use Element - Standard No. E1. The Specific Plan
27 Amendment promotes a functional and adequate open space system, which will protect recreational,
28 agricultural and other permanent open space uses. The proposed Specific Plan Amendment Land
Use Map promotes the retention of large open space areas to maintain the open space atmosphere
of the Reche Canyon area.
6. Reche Canyon Specific Plan - Goal No. 1. The Specific Plan
RVPUB\MXM\666168.1
