Maintaining overall densities while emphasizing single family <br />detached homes. (Objective No.1) <br />b. Preserving the canyon's major hillsides, ridges and other major <br />natural features in as natural and undeveloped state as possible. (Objective No.3) <br />C. Maintaining lower densities along the Reche Canyon corridor <br />and concentrating higher densities in the side canyons. (Objectives No. 5&6) <br />d. Providing a pocket park/detention basin for use by local <br />residents. <br />7. <br />Amendment promotes the <br />safety and welfare by: <br />Reche Canyon Specific Plan - Goal No. 3. The Specific Plan <br />reduction and/or elimination of adverse effects on the public health, <br />a. Improving Reche Canyon Road. <br />b. Reducing the potential for increased flood hazards by promoting <br />the installation of detention basins to slow and retain tributary waters. (Objective No. 1) <br />8. Reche Canyon Specific Plan - Goal No. 4. The Specific Plan <br />Amendment promotes the preservation of Reche Canyon's natural features, open space and <br />recreational opportunities by: <br />a. Preserving major creeks and streambeds in as close to a natural <br />condition as possible while allowing for adequate protection from flooding. (Objective No.2) <br />b. Designing grading and other natural terrain modifications so that <br />the modified terrain resembles naturally occurring terrain as much as possible. (Objective No. 4) <br />SECTION 4. Based on the entire record before the Planning Commission and all written and oral <br />evidence presented, the Planning Commission finds the General Plan Amendment complies with <br />"CEQA" and hereby adopts the mitigated negative declaration (MND) for the following reasons: <br />A. The MND and initial study prepared for the Application contain a complete <br />and accurate reporting of the environmental impacts associated with the Application. The <br />documents have been completed in compliance with CEQA and the State CEQA Guidelines. <br />B. The MND and initial study prepared forthe Application reflectthe independent <br />judgment of the Planning Commission. <br />C. As the recommending body for the Application, the Planning Commission <br />reviewed and considered the information contained in the MND, initial study and administrative <br />record prior to recommending approval of the Application. <br />D. All environmental impacts of the Application are insignificant and will be <br />mitigated to a level of insignificance. There is no substantial evidence in the record supporting a fair <br />argument that the Application will result in significant impacts. <br />E. The Application will not result in any changes to the following resources: (1) <br />riparian land, rivers, streams, watercourses and wetlands; (2) native and non-native plant life and <br />the soil required to sustain habitat for fish and wildlife; (3) rare and unique plant life and ecological <br />communities dependent on plant life; (4) listed threatened and endangered plants and animals and <br />RVPUB\MXM\666168.1 <br />
