If an invoice demanding payment is not paid within <br />sixty days of the issuance thereof, the costs may be imposed as a lien upon <br />and against so long as the California Government Code provisions related to <br />the filing and imposition of liens are followed, and such lien shall continue in <br />existence until the same is paid. <br />Section 14.03.010 Parking Lot and Pavement Maintenance. <br />Persons owning or operating a parking lot, gas station or other enterprise <br />containing large areas of pavement shall clean such pavement or any similar <br />structures as frequently and as thoroughly as practicable in a manner that <br />does not result in, and serves to minimize future discharge of pollutants to the <br />city storm drain system. The director is authorized to impose BMPs on <br />persons owning or operating such facilities, and the failure to implement those <br />BMPs shall be a violation of this title. <br />Section 14.03.020 Prohibitions. By adoption of residential and <br />commercial activity stormwater regulations or by the issuance of residential <br />and commercial activity stormwater permits, or both, the director may impose <br />reasonable limitation as to the quality of stormwater (including without <br />limitations the designations of maximum levels of pollutants) discharged <br />directly or indirectly into the storm drain system from site of residential or <br />commercial activity. <br />Section 14.03.040 Best Management Practices. It is the user's <br />responsibility to adopt and implement appropriate best management practices <br />(BMPs), which will effectively prevent the direct or indirect discharge of <br />pollutants from the user's property into the city's storm drain system. Such <br />best management practices may include, but are not limited to, best <br />management practices set forth in the Stormwater Pollution Prevention Plan, <br />the Municipal Activities Pollution Prevention Strategy Handbook, the General <br />Industrial Permit BMP Handbook, those developed by the San Bernardino <br />NPDES Coordinating Committee, or other BMPs adopted or recommended by <br />federal, state or local agencies for prevention of pollutant discharge from <br />specific sources. Although it is the user's responsibility to adopt and <br />implement BMPs, the director is authorized to impose BMPs on users and the <br />failure to implement such BMPs shall be a violation of this title. <br />Section 14.03.050 Permits Required. Any user engaging in or <br />intending to engage or engaging in construction activity covered by the State <br />Water Resources Control Board's General Permit for Discharges Associated <br />with Construction Activity or industrial activity covered by State Water <br />Resources Control Board's Industrial Stormwater General Permit, or any <br />revisions, modifications, or replacements thereto, shall comply with the <br />applicable order; comply with Section 14.02.070 of this title; and provide <br />evidence of compliance prior to obtaining any city -issued grading or <br />construction permits. <br />Revised No. 2 - 2/12/04 <br />SXH\291716.1 <br />on <br />
