Existing development <br />shall control stormwater runoff and nonstormwater so as to prevent any <br />deterioration of water quality that would impair subsequent or competing uses <br />of the water. The director has the right to identify the BMPs that shall be <br />implemented to prevent such deterioration and the right to identify the manner <br />of implementation. Failure to implement any BMPs identified by the director <br />shall be a violation of this title. <br />Section 14.04.010 Specified Prohibitions. By adoption of industrial <br />activity stormwater regulations or by the issuance of industrial activity <br />stormwater permits, or both, the director may impose reasonable limitations as <br />to the quality of stormwater (including without limitations the designation of <br />maximum levels of pollutants) discharged directly or indirectly into the storm <br />drain system from sites of industrial activity. <br />Section 14.04.030 Best Management Practices. It is the user's <br />responsibility to adopt and implement appropriate best management practices <br />as set forth in Section 14.03.040. Although it is the user's responsibility to <br />adopt and implement appropriate BMPs, the director is authorized to impose <br />BMPs on industrial users, and the failure to implement such BMPs shall be a <br />violation of this title. <br />Section 14.04.040 Permits Required. Any person engaging in or <br />intending to engage in industrial activity covered by the State Water <br />Resources Control Board's Industrial Stormwater General Permit, or any <br />revision, modification, reissuance or replacement thereto, shall comply with <br />the applicable order; comply with Section 14.02.070 of this title; and provide <br />evidence of compliance prior to obtaining any city -issued grading or <br />construction permits. <br />Section 14.05.020 Best management Practices. It is the user's <br />responsibility to adopt and implement appropriate best management practices <br />as set forth in Section 14.03.040.
