The R-1/PC zone designation would continue this development <br />pattern with more flexible development standards. <br />D. The City Council has determined the proposed zone change is in <br />the public interest because it provides additional and more flexible residential <br />development opportunities in the City of Colton. <br />E. In considering this change of zone, the City has considered the <br />housing needs of the region and balanced those needs against the public service needs <br />of the residents and available fiscal and environmental resources. <br />SECTION 3. Based on the entire record before the City Council and all <br />written and oral evidence presented, the City Council finds the Application complies with <br />CEQA and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study were prepared for the <br />Application containing a complete and accurate reporting of the environmental impacts <br />associated with the Application. The documents have been completed in compliance <br />with CEQA and the State CEQA Guidelines. <br />B. The negative declaration and initial study prepared for the <br />Application reflect the independent judgment of the City Council. <br />C. As the decision making body for the Application, the City Council <br />reviewed and considered the information contained in the negative declaration, initial <br />study and administrative record prior to approving the Application. <br />D. All environmental impacts of the Application are insignificant. There <br />is no substantial evidence in the record supporting a fair argument that the Application <br />will result in significant impacts. <br />E. The Application will not result in any changes to the following <br />resources: (1) riparian land, rivers, streams, watercourses and wetlands; (2) native and <br />non-native plant life and the soil required to sustain habitat for fish and wildlife; (3) rare <br />and unique plant life and ecological. communities dependant on plant life; (4) listed <br />threatened and endangered plants and animals and the habitat in which they are <br />believed to reside; (5) all species listed as protected or identified for special <br />management in the Fish and Game Code, the Public Resources Code, the Water Code <br />or regulations adopted thereunder; (6) all marine and terrestrial species subject to the <br />jurisdiction of the Department of Fish and Game and the ecological communities in <br />which they reside; and (7) all air and water resources, the degradation of which will <br />individually or cumulatively result in a loss of biological diversity among the plants and <br />animals residing in that air and water. <br />SECTION 4. The zone change shall not become effective unless and until <br />the effective date of the corresponding general plan amendment for the Subject Site. <br />SECTION 5. The location and custodian of documents and any other <br />material which constitute the record of proceedings upon which the City Council based <br />its decision to adopt this negative declaration is as follows: David R.
