Singletary (the Applicant) filed applications (File No. DAP - 000 -450) requesting a zone change from R-1 (Single Family Residential) to M-1 (Light Industrial) ("Application") for property generally located east of Old Pellisier Road and north of Center Street (Assessor Parcel No. 1167-021-23) ("Subject Site") in the City of Colton, County of San Bernardino; and WHEREAS, the Application was reviewed, studied, and found comply with the California Environmental Quality Act ("CEQA") as more fully described below; WHEREAS, on September 27, 2005, the Planning Commission of the City of Colton ("Planning Commission") conducted a duly noticed public hearing on the Application at which time all persons wishing to testify in connection with the Application were heard and the Application was fully studied; WHEREAS, the Planning Commission adopted a Resolution recommending approval of this Application to the City Council; WHEREAS, on November 15, 2005, the City Council of the City of Colton ("City Council") conducted a duly noticed public hearing on the Application at which time all persons wishing to testify in connection with the Application were heard and the Application was fully examined; and WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred; THE CITY COUNCIL OF THE CITY OF COLTON DOES ORDAIN AS FOLLOWS: ORANGE\MXM\19705.1 -1-
