Based on the entire record before the City Council, all written <br />and oral evidence presented to the City Council, and the findings set forth in this Ordinance, <br />the City Council of the City of Colton hereby designates the Subject Site shown on the <br />attached Exhibit Al as within the M-1 (Light Industrial) zoning district as defined in Title 18, <br />Chapter 18.26 of the Colton Municipal Code. <br />SECTION 2. Based on the entire record before the City Council and all <br />written and oral evidence presented, the City Council finds that the Application is consistent <br />with the General Plan of the City of Colton because designation of the Subject Site within <br />the M-1 (Light Industrial) zoning district because it provides for land uses compatible with <br />surrounding residential and light industrial properties and the Colton Municipal Code. <br />Furthermore, the City Council finds that the Subject Site is abutting other properties that <br />have been recently rezoned to M-1 by the City Council. <br />SECTION 3. Based on the entire record before the City Council and all <br />written and oral evidence presented, the City Council finds that the Application is consistent <br />with the City of Colton General Plan ("General Plan"), and will systematically implement the <br />goals and objectives of the General Plan. Moreover, the City Council hereby makes the <br />following specific findings in accordance with Section 18.26.010 of the Colton Municipal <br />Code and state law: <br />A. The proposed zone change is in conformity with the General Plan of <br />the City because a general plan amendment request is considered concurrently with this <br />Application request. The general plan amendment changes the land use designation of the <br />Subject Property from "Low Density Residential" to "Light Industrial". The proposed M-1 <br />(Light Industrial) zoning designation is consistent and in conformity with the proposed <br />general plan amendment for the Subject Site. <br />B. The proposed zone change is reasonable and beneficial at this time <br />because Light Industrial properties are considered to be a good buffer to residential <br />properties. In addition, the impacts, if any, of the M-1 zoning designation for this property <br />will be limited in its effects on the surrounding residential properties through compliance <br />with the required development standards of the M-1 zoning designation. <br />C. The proposed change of zone will not adversely affect the <br />surrounding area or the community in general. The M-1 zoning designation's development <br />standards provides adequate separation and height requirements to assure that the <br />Application does not significantly adversely affect surrounding areas. <br />D. The City Council has determined the proposed zone change is in the <br />public interest because it provides additional commercial development opportunities in the <br />City of Colton. <br />E. In considering this change of zone, the City has considered the <br />housing needs of the region and balanced those needs against the public service needs of <br />the residents and available fiscal and environmental resources. Regarding the housing <br />needs, the City Council has found and determined that the accompanying general plan <br />amendment to this application will not impact the City's ability to meet the Regional Housing <br />Needs as outlined in the City's General Plan housing element because there are a sufficient <br />number of other residential properties in the City that are zoned for and can accommodate <br />residential development. <br />RVPUB\SALVADOR.SALAZAR\700861.1 - 2 - <br />
