Typical uses include hotels, motels and recreational vehicle parks.'; and <br />WHEREAS, under the current zoning regulations of the City of Colton ("City") <br />Transient Habitation is a Conditional Use which is only allowed in the B -P (Business Park) and I- <br />P (Industrial Park) Zones; and <br />WHEREAS, upon the request of the Planning Commission of the City ("Planning <br />Commission") City staff has researched and determined that a majority of Transient Habitation <br />establishments are actually located in the C-2 (General Commercial) Zone as legal non- <br />conforming uses, and that the Zoning Ordinance in place prior to 1992 provided for Transient <br />Habitation in the C-2 Zone as a "Permitted Use'; and <br />WHEREAS, upon the request of the Planning Commission, City staff has <br />processed a text amendment to Section 18.22.040 to permit Transient Habitation as a <br />Conditional Use within all C-2 Zones (the "Text Amendment'); and <br />WHEREAS, the Text Amendment was reviewed, studied, and found to comply <br />with the California Environmental Quality Act ("CEQA") as more fully described below; and <br />WHEREAS, on December 13, 2005, the Planning Commission conducted a duly <br />noticed public hearing on the Text Amendment at which time all persons wishing to testify in <br />connection with the Text Amendment were heard and the Text Amendment was fully studied; <br />and <br />RV PUMHAV IVA.SHANE\704919.1 <br />-1- <br />
