1 <br />2 <br />ORDINANCE NO. 0-10-06 <br />3 <br />AN ORDINANCE OF THE OF THE CITY COUNCIL OF THE CITY <br />4 OF COLTON AMENDING PORTIONS OF THE RECHE CANYON <br />5 SPECIFIC PLAN AND AMENDING THE RECHE CANYON <br />SPECIFIC PLAN PLANNING AREAS MAP AND LAND USE PLAN <br />6 MAP SHOWN AS AN ADDENDUM TO TITLE 18 OF THE COLTON <br />MUNICIPAL CODE: FILE INDEX NUMBER DAP -000-482 <br />7 <br />8 WHEREAS, Empire Homes filed an application in July of 2005, File No. DAP -000- <br />9 482, for amendments to the Reche Canyon Specific Plan to accommodate Tentative Tract Map No. <br />17519 to create an 18 -lot subdivision with 3 open space lots ("Application") on an approximately 22 <br />10 acre site located at the terminus of South Ridge View Drive (Assessor Parcel No. 0284-161-40- <br />11 0000) (the "Property"); <br />12 WHEREAS, the proposed amendments to the Reche Canyon Specific Plan include <br />13 the creation of a new Planning Area Five(A) which would be compromised of proposed Tentative <br />14 Tract Map No. 17519. Planning Area Five(A), if approved, would reconfigure and maintain 13 acres <br />of existing Open Space and consist of 9 acres of land zoned Estate Density (the "Specific Plan <br />15 Amendment"); <br />16 WHEREAS, the Property affected by the Application is contained within the Reche <br />17 Canyon Specific Plan; <br />is WHEREAS, the Application was reviewed, studied, and found to comply with the <br />19 California Environmental Quality Act ("CEQA") as more fully described below; <br />20 WHEREAS, on February 28,2006 and on March 14,2006 the Planning Commission <br />21 of the City of Colton ("Planning Commission") conducted duly noticed public hearings on the <br />22 Application atwhich time all persons wishing to testify in connection with the Application were heard <br />23 and the Application was comprehensively reviewed; and <br />24 WHEREAS, on April 18, 2006, the City Council of the City of Colton ("City Council") <br />conducted a duly noticed public hearing on the Application at which time all persons wishing to <br />25 testify in connection with the Application were heard, the Planning Commission's recommendation <br />26 was considered and the Application was comprehensively reviewed; and <br />27 <br />WHEREAS, all other legal prerequisites to the adoption of this Ordinance have <br />28 occurred. <br />RVPU B\HSHANE\709290.1 <br />
