That from and after the date mentioned hereinafter there <br />shall be due and owing the City of Colton a service charge of one <br />dollar per month, or fraction thereof, for and upon each and <br />every installed water meter in use, and a charge of one dollar <br />per month or fraction thereof, for and upon each and every <br />installed electric meter in use, and through which meters the <br />City of Colton shall or does supply water or electricity or make <br />same available. <br />II. The aforesaid charge shall be placed upon each and every <br />such installed meter made available or in such actual use as of <br />the lst day of July, 1946 and same shall be charged against the <br />person, firm or corporation in whose name any said meter may be <br />registered at said time and shall be charged monthly thereafter <br />in said name or to any new person, firm or corporation in whose <br />nary it may be registered thereafter, and any said person, firm <br />or corporation in Whose name the said meter shall be registered, <br />as stated at the time the charge is made, shall pay same, and same <br />shall be due and payable at the time when the monthly charge for <br />water or electric services furnished, or made available, by the <br />said City to such person, .firm or corporation shall be due and <br />payable, and the aforesaid service charge shall be itemized by <br />the City Collector, and included in the regular monthly bills <br />mailed to the various persons, firms or corporations who are <br />now furnished water, electricity and sanitary services, or any one <br />or more of same, as the case may be and the said City Collector <br />shall collect the aforesaid service charges in a manner as near <br />as possible to that in which he handles the aforesaid water, elect <br />and sanitary collections. <br />2. <br />is <br />
