The term "carrier" means and includes every person, <br />firm, corporation, partnership, joint venture or other <br />form of business organization engaged in operating, or <br />causing to be operated, any vehicle required by the pro- <br />visions of this resolution of the City of Colton, as may <br />amended, to be covered by a permit to operate. <br />5. The term "taximeter" means a mechanical instrument or <br />device by which the charge for hire of a taxicab is <br />mechanically calculated, either for distance traveled, <br />or for waiting time, or both, and upon which such charge <br />is plainly registered by means of figures, including dollars <br />and cents. <br />B. Words used in this resolution in the present tense include the <br />future; words used in the masculine gender include the feminine <br />and neuter; and the singular number includes the plural, and <br />the plural, the singular. <br />Section 11. Permit Required - it shall be unlawful to operate a taxicab, an <br />ambulance or any automobile for hire, as herein defined, upon any street with- <br />in the City of Colton without having obtained a permit to do so in accordance <br />with the provisions hereof; provided however, that any ambulance carrier acc- <br />epting and transporting a patient within the -City when such ambulance carrier <br />has been requested or summoned by any police, fire or civil defense authority <br />and has been informed by the person requesting such transportation that no <br />permitee hereunder is able to render such transporation and the Police Chief <br />has been notified by said ambulance carrier that such transportation will be <br />made, is exempted. <br />Section 11T, Permit Application Procedure <br />A. Any carrier desiring to operate vehicles of the type defined <br />herein shall file a petition therefov,,with the City Clerk. <br />Such petition shall be duly verified.
