That the City Council does hereby find, determine and declare <br />that said weeds situated along and upon said property and streets and also <br />said rubbish, refuse, dirt, dry grass, stubble, brush, litter or other in- <br />flammable materialthat exists upon parkways, sidewalks, or private property <br />within the City of Colton are and the same are hereby declared to be a public <br />nuisance and that the same shall be abated by the removal of said weeds, <br />rubbish, refuse, dirt or other materials by the owners of said property or <br />other persons on their behalf, or that otherwise said weeds, rubbish, dirt or <br />other material shall be removed and said nuisance abated by the City of Colton <br />i.n which case the cost of said removal shall be assessed upon the land lots on <br />which, or in front of which such weeds, rubbish, refuse and dirt are removed <br />and such cost shall constitute a lien upon such lots and lands until paid under <br />proceedings to be taken in accordance with the Municipal Weed Abatement Act of <br />the State of California. <br />4. That a hearing shall be held before the City Council in the <br />Council Chambers in the City Hall in Colton, California, on the 18th day of <br />April, 1978, at the hour of 7:30 p. m. o'clock of said day, at which time all <br />property owners having objections to the proposed removal of said weeds, rubbish <br />refuse, dirt and other material in accordance with the proceedings set forth in <br />the aforementioned Act may be heard and their objections and protests considered <br />by said City Council._ <br />
