MEMORANDUM OF UNDERSTANDING The cities of Fontana, Rialto, Colton, San. Bernardino and Redlands have heretofore been pooling their efforts to apply for a planning grant under Title IX of the Public Works and Economic Development Act. It is the intent of the. -participating cities to forthwith enter into a.joint powers agreement to provide a responsible centralized authority to carry out the duties and responsibilities of the several cities in the event the said planning grant is allowed, to employ the necessary consultants, give full cooperation in preparing a mutually acceptable plan :for the economic development of the member cities and ultimately to carry the said plan to completion. In order to work out the details of the.application, and related factual presentations, it is necessary that one of the undersigned cities serve as a "lead agency" to appear as "applicant" on the formal application and initially to take the lead on administration of any grants. As soon as reasonably pos- sible, it is contemplated that a joint powers agreement will be prepared and executed to provide a permanent agency to take over the duties and responsi- bilities of administration of such grants. Accordingly, the undersigned cities hereby agree as follows: 1. To designate Fontana as the "lead agency" in preparing and and submitting the said application. Fontana is willing to under- take the responsibility of acting as "lead agency". 2. To proceed as quic!cly as is reasonably possible to prepare and submit an application for the said planning grant. 3. Proceed immediately to create a joint powers agency to assume the authority and administrative duties of the "lead agency" as soon as a mutually agreeable joint powers agreement among the undersigned cities can be prepared and executed. 4. Each of the undersigned cities reaffirms its commitment to joint effort to improve the economic climate and improve the un- employment situation in the east San Bernardino Valley area.
