Housing Element -2- <br />IN Introduction (Cont' d. , <br />1. Is structurally sound, water -tight and weather -tight, with <br />adequate cooking and plumbing facilities, heat, light, and <br />ventilation; <br />2. Contains enough rooms to provide reasonable privacy for its <br />occupants; . <br />3. Is within the economic means of the households -who occupy it; <br />4. Isnot unavailable because of discriminatory practices; and <br />5. Is situated in an environment which does not endanger the <br />health, safety or well-being of its occupants, and which <br />provides convenient access to employment as well as adequate <br />services and facilities (Section 6404) . <br />The revised guidelines seek to simplify the needs identification process <br />by emphasizing the use of census data in evaluating housing need (Section <br />6442) and by focusing on specific measure of current and prospective need <br />(Section 6438). The revised Guidelines.also seek to more clearly define <br />the community whose needs are to be served by the local housing element. <br />In emphasizing the importance of intergovernmental coordination among <br />localities within a housing market, the 1971 Guidelines recognized that <br />local housing policies and programs affect households living outside the <br />local boundaries and that housing need is primarily a function of the <br />general housing market. The revised Guidelines make explicit this recogni- <br />tion by defining the community to be served by the local housing element <br />to include a fair share of those market area households who do not live <br />in the locality, but whose housing opportunities are affected by the plannin <br />decisions of the locality (Section 6418). The revised Guidelines also <br />establish a fair share allocation for market area households whose needs <br />must be adequately addressed in the housing element(Article 21 Sections <br />6420-6436). The fair share allocations are to be made by the regional <br />Councils of Governments (COGs). The City of Colton is within the <br />regional jurisdiction of the Southern California Association of Governments <br />(SCAG). This fair share allocation approach to assessing the market area <br />component of need is consistent with both federal policies and California <br />case law. <br />Once the housing needs of the community have been identified, adequate <br />provision must be made for the identified needs through the development <br />and implementation of a housing program. The 1971 Guidelines seek to <br />require each locality to describe its housing program in terms of <br />long-range and short-range program objectives. Program objectives are <br />to be described in terms of the specific items to be accomplished, the <br />principal actors responsible for accomplishing the program objectives, <br />and a time frame for accomplishment. The revised regulations call for <br />a more comprehensive statement of the locality's housing policies, <br />priorities, and goals and the steps which a locality is undertaking <br />or anticipates undertaking to effectuate these policies, priorities and <br />goals (Section 6450) . <br />In addition to requiring that adequate provision be made for the housing <br />needs of all economic segments of the community, the housing element <br />mandate contained in State law establishes two general standards to which <br />the housing program must adhere. It must include standards and plans for <br />the improvement of housing and the provision of adequate sites for housing <br />(Section 65302(c) . <br />
