The reviewer shall send his written recommendations to the City Manager <br />when the grievance being processed involves decisions affecting departments <br />other than the department in which the grievance originated. <br />11. A Public Safety Officer (Police) shall, at all times, be affored the rights <br />of Government Code 3300 et. seq., and said code shall supercede any pro- <br />visions of the Grievance Procedure. <br />12. No individual City Council member may be approached by any of the parties at <br />any time the grievance is being processed. <br />13. Representation on the Grievance Committee shall exclude any person who is a <br />party in the grievance or who has a roll in the procedure. <br />14.
