The Contractor shall not <br />commence construction or order equipment until he has received a <br />Notice to proceed. Any progress payment to the Contractor for <br />work completed may be delayed if monies have not been received <br />from the sale of bonds. <br />SECTION 4. That the works of improvement shall be con- <br />structed in the manner and form as set forth in the plans and <br />specifications for these proceedings, as previously approved as a <br />part of the "Report", as required by law, and specifically the <br />"Municipal Improvement Act of 191311, being Division 12 of the <br />Streets and Highways Code of the State of California. <br />SECTION 5. That the Mayor and City Clerk are hereby <br />authorized to execute the Agreement for the works of improvement <br />relating to said Assessment District on behalf of the City, and a <br />copy of said Agreement shall be on file with the transcript of <br />these proceedings. <br />SECTION 6.
