'1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 9 RESOLUTION NO. 4505 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, CALIFORNIA, DETERMINING THAT THE CONSTRUCTION OF 'PUBLIC IMPROVEMENTS IN HUNTS LANE ARE OF BENEFIT TO THE SANTA ANA RIVER REDEVELOPMENT PROJECT AREA AND THE SURROUNDING NEIGHBORHOOD IN WHICH THE PROJECT IS LOCATED; DETERMINING THAT THERE ARE NO )THER REASONABLE MEANS OF FINANCING SAID IMPROVEMENTS OTHER THAN TAX INCREMENT FINANCI G AND AUTHORIZING THE MAYOR TO ENTER I TO A REPAYMENT CONTRACT WITH THE REDEVELOPMENT AGENCY WHEREAS, the Redevelopment Agency for the City of Colton (the "Agency") 's authorized to carry out redevelopment of the Santa Ana R ver Redevelopment Project Area (the "Project Area") pursuant to the Redevelopment Plan for the Project Area approved and adopted by this City Council by Ordinance No. 1632 on December 29, 1982, (the "Redevelopment Plan"); and WHEREAS the Redevelopment Plan authorizes and directs the Agency to p y for and construct certain public improvements; and WHEREAS California Health & Safety Code Section 33445 provides, in pertinent part, that an Agency may, with the consent of the legislative body, pay all or part of the cost of the installation and construction of any building, facility, structure or other improvement, which is publicly owned, either within or without the Project Area, upon a determination by the legislative body that such buildings, facilities, structures, or other improv ments are of benefit to the Project Area or the immediate n ighborhood in which the Project Area is located, and that no reasonable means of financing such buildings, facilities, structures or other improvements are available to the
