Section G-5 is hereby amended in its entirety to /readfollows: <br />"G-5 RECONSIDERATION AND RESCISSION OFACTIOP <br />After motion and vote by the Council, such tion may be reconsidered <br />or rescinded only in the following mann <br />Reconsideration <br />A motion to set aside a vote (to r nsider) on a main motion shall always <br />be in order at the same meeti The motion to reconsider is amendable <br />and debatable. Such motijffcan be made by a Councilmember regardless <br />of how he previously on the matter. If the motion to reconsider <br />passes, the effect f is to overrule and cancel the prior action. <br />Rescission <br />A motion t cind (repeal, cancel, nullify) prior Council action shall be <br />in order y if the matter is first placed on the agenda for discussion and <br />poss' action at a meeting of the Council. In order to place rescission <br />ouncil action on the agenda, a request must be made by three <br />members of the City Council. Rescission of Council action may not be <br />considered more often that once in any six month period. In the event <br />that action of the City Council is rescinded, rescission shall operate <br />prospectively only and not retroactively to the date of the original action. <br />That is, it shall not operate to adversely affect intervening legal rights <br />which create an estoppel situation. <br />
