Tie votes result in a lost motion. Lost motio4ffiay renewed at any <br />subsequent Council meeting. To revive a4Ft motion at the same <br />meeting, the proper action is a motion to onsider, discussed above." <br />SECTION 4. Section I-1 of the Council Meetings anual of Procedure is hereby <br />amended in its entirety to read as follows: <br />it "I-1 <br />ORDINANCES <br />All ordinances requested by an uncilmember shall be prepared by the City <br />Attorney and shall be presen o the Council only when ordered by a majority <br />vote of the Council. O ces may be requested by the City Manager to be <br />prepared by the City orney for presentation to the City Council. <br />All resolutio hall be prepared by the City Attorney and shall be presented to <br />the City ncil for action. Resolutions requested and prepared by individuals, <br />groups r organizations may be presented to the City Council by any <br />4se <br />lmember. Resolutions requested by City Departments may be prepared by <br />departments or by the City Attorney but must be reviewed for legal <br />sufficiency by the City Attorney prior to submission to the City Council for <br />action. Resolutions requested by members of the City Council shall be prepared <br />by the City Attorney only when ordered by a majority vote of the Council. It <br />shall be considered best practice to have all resolutions prepared by the City <br />
