CITY OF COLTON <br />ASSISTANT WATER AND WASTEWATER UTILITY DIRECTOR <br />DEFINITION: <br />Assist the Utility Director in planning, directing, supervising and reviewing the operations and <br />maintenance activities of the City -owned water and wastewater utility; provide professional and <br />technical staff assistance. <br />SUPERVISION RECEIVED AND EXERCISED: <br />Receive administrative direction from the Utility Director; and exercise direct supervision over <br />professional, technical and clerical positions. <br />EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following: Assist in <br />the development and implementation of goals, objectives, policies and priorities of the water and <br />wastewater utility; assist in the preparation of long-range plans, review of plans and <br />specifications regarding expansion of the water and wastewater utility systems, geographic <br />information system (GIS), and technical engineering and operational decisions; assist in the <br />development, administration and monitoring of the departmental budget; conduct special studies <br />on utility rates; develop and present recommendations for changes in rate and fee structures; <br />assist in planning, directing, supervising and reviewing the construction, operation and <br />maintenance of the water and wastewater utility systems and the geographic information system <br />(GIS); participate in the planning, negotiating and development of water supply and resource <br />development; provide assistance to subordinates in solving difficult engineering, construction, <br />operation and maintenance problems related to the water and wastewater systems or the <br />geographic information system (GIS); prepare written reports and make oral presentations to the <br />City Council and the Utilities Commission as directed; consult with attorneys, financial advisors, <br />investment bankers and engineering consultants on capital improvements, contracts, resources, <br />financing and litigation; coordinate department activities with other City departments and <br />outside agencies; prepare a variety of reports, correspondence and special studies; respond to <br />difficult citizen inquiries and complaints; participate in the selection of personnel; supervise, <br />train and evaluate subordinates; perform the duties of the department Director as required; and <br />perform related duties as required. <br />QUALIFICATIONS: <br />Knowledge: <br />Principles and practices of water and wastewater engineering and operations and maintenance, <br />and. geographic information systems (GIS); principles and practices of water and wastewater <br />utility management; methods, materials, techniques and equipment used in the construction, <br />operation and maintenance of a water and wastewater utility; applicable regulatory codes and <br />laws related to the development, construction and operation of a water and wastewater utility. <br />Recent developments, current literature and sources of information regarding water and <br />wastewater utility engineering and operation; principles and practices of modern office <br />management; principles and methods of financial planning and utility rate setting; principles and <br />practices of organization, administration, budget and personnel management, including <br />grievance processing, progressive discipline and labor negotiations. <br />
