In light of the information presented in this report, the City of Colton has chosen to maintain the approved <br />DBE goals of FY 2002-2003 as the proposed DBE goals for the upcoming 2003-2004 year. <br />OVERALL ANNUAL GOAL and <br />PROJECTION OF RACE -NEUTRAL AND RACE -CONSCIOUS PARTICIPATION: <br />The Overall Annual Goal reflects a determination of the level of DBE participation expected absent the <br />effects of discrimination. Colton projects to meet 10.3% of the goal utilizing race -conscious methods, <br />including making efforts to assure that bidding and contract requirements facilitate participation by DBE's <br />and other small businesses, in conformance with new regulatory requirements of 49 CFR Part 26. <br />Colton projects to meet the remaining 1. 1 % of the goal utilizing race -neutral measures, including utilizing <br />contract -specific numeric goals as necessary to achieve the overall DBE goal. <br />The Overall Annual DBE Goal (FFY 2003-2004) for Colton's DOT -assisted contracts shall be 11.4% and <br />is expressed as a percentage of all federally assisted funds which Colton will expend in FHWA-assisted <br />contracts in the forthcoming fiscal year. <br />Further breakdown of the Overall DBE Goal of 11.4% indicates a race -conscious minority participation <br />Goal of 10.3% and a race -neutral minority participation Goal of 1.1%. <br />PUBLIC PARTICIPATION AND FACILITATION <br />In conformance with Public Participation Regulatory Requirements of 49 CFR Part 26 and Caltrans Local <br />Assistance Procedures Manual (LAPM), these goals will be reviewed by minority, women, local business <br />chambers and community organizations within the City of Colton's geographic market area. <br />Additionally, Colton will publish a Public Notice in general circulation media announcing Colton's <br />proposed Overall Annual Goal for the FFY 2003-2004 DOT -assisted contracts. Such Notice will inform <br />the public that the proposed goal and its rational is available for inspection at the City Clerk's office <br />during normal business hours for thirty (30) days following the date of publication of said Notice, and that <br />Colton will accept comments on the goal analysis for forty-five (45) days from the date of the Notice. The <br />required public participation provisions will be fully satisfied prior to submitting Colton's DBE Program <br />and Overall Annual DBE Goal to Caltrans for final review and approval. <br />5 <br />
