TOTALS AZZ 310 M6 100% <br />Based upon preliminary estimates of the quantity of each type of work for the 2003-2004 CIP Projects, a <br />determination was made of the anticipated dollar amount of federal funds applicable to each NAICS <br />category. A percentage -of -work factor was then assigned to each of the general categories in relation to <br />the anticipated portion of federal dollars to be spent for each NAICS. <br />The Caltrans DBE directory for District 08 was utilized to determine the number of "available , willing & <br />able" DBE's within the district who currently perform the type of work included in each of the general <br />categories (NAICS) listed in Table 2, above. <br />A base figure for each of the three major categories was then calculated by first multiplying the <br />determined percentage -of -work factor by the number of applicable DBE firms available in District 08. The <br />result was then divided by the number of all "ready willing & able" contractors from the same District 08 <br />area, as garnered from the 2000 U.S. Census data. <br />A separate calculation was generated for each particular NAICS (and combination of related WCC), the <br />resultant decimal factors were added together and expressed as a percentage to arrive at the final Base <br />Figure DBE Goal of 18.4%. The calculation process is detailed in Table 3: <br />TABLE 3 <br />Base Figure = .48(154) + .40(81) + .12016) <br />356 121 181 <br />Base Figure= .2076 + .2678 + .0769 = .1841 <br />Base Figure = (.1841) 100 = 18.41 = 18.4% <br />STEP 3: Adjusting the Base Figure: <br />An investigation into the past and recent past DBE participation in the construction of Colton's DOT <br />funded, DOT -assisted or otherwise federally funded CIP projects was conducted. The resultant <br />The most recent federally assisted project awarded in Colton, was the CD8G Street & Alley <br />.1mprovement Project - Construction of Fill -In Znfrastructure Zwprovemenfs & <br />Pavement Rehabilitation. Comprised of five (5) separate Community Development Block <br />Grant (CDBG) projects, and carrying a DBE Goal of 10.3% for minority participation and an <br />additional 1. 1 % for female participation, the bid was awarded at $1,082,563. The Scope of Work <br />for said project is consistent with that of the CIP Projects listed in Table 1. <br />2. A complete set of Good Faith Efforts were submitted by the successful Contractor indicating that <br />advertising for DBE firms was placed in all available newspapers, trade publications and posted <br />in appropriate physical locations, and that a substantial number of DBE firms had been directly <br />solicited by phone and fax. Documentation for numerous quotes received from certified DBE <br />firms, manufacturers and suppliers was also submitted; those submitting viable, competitive, <br />cost-efficient quotes were utilized. <br />3. The DBE Goal Attainment for the above -noted Project was met by the successful contractor. <br />2 <br />
