Based on the entire record before the City Council and all written <br />and oral evidence presented to the City Council, the Council finds the General Plan Amendment <br />promotes the goals and objectives of the General Plan, and each element thereof, and leaves <br />the General Plan a compatible, integrated, and internally consistent statement of policies. In <br />accordance with the City of Colton General Plan, the proposed land use classification provides <br />for land uses that are adequately buffered and which do not adversely affect surrounding <br />property. (See Colton General Plan, p. 2-19.) Most of the existing infrastructure improvements in <br />this area are in place so that once the Subject Site is developed it will be adequately served by <br />surrounding public streets. Moreover, designating the Subject Site to General Commercial will <br />provide a much broader range of permitted commercial uses to improve the economic base in <br />this portion of the City <br />SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public interest because it provides additional commercial opportunities in <br />Colton. <br />SECTION 4. Based on the entire record before the City Council and all written <br />and oral evidence presented, the City Council finds the General Plan Amendment complies with <br />"CEQA" and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study prepared for the Application <br />contain a complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />B. The negative declaration and initial study prepared for the Application <br />reflect the independent judgment of the City Council. <br />C. As the decision making body for the Application, the City Council reviewed <br />and considered the information contained in the negative declaration, initial study and <br />administrative record prior to approving the Application. <br />D. All environmental impacts of the Application are insignificant. There is no <br />substantial evidence in the record supporting a fair argument that the Application will result in <br />significant impacts. <br />E. The Application will not result in any changes to the following resources: <br />(1) riparian land, rivers, streams, watercourses and wetlands; (2) native and non-native plant life <br />and the soil required to sustain habitat for fish and wildlife; (3) rare and unique plant life and <br />ecological communities dependent on plant life; (4) listed threatened and endangered plants and <br />animals and the habitat in which they are believed to reside; (5) all species listed as protected or <br />identified for special management in the Fish and Game Code, the Public Resources Code, the <br />Water Code or regulations adopted thereunder; (6) all marine and terrestrial species subject to <br />the jurisdiction of the Department of Fish and Game and the ecological communities in which <br />they reside; and (7) all air and water resources, the degradation of which will individually or <br />cumulatively result in a loss of biological diversity among the plants and animals residing in that <br />air and water. <br />SECTION 5. The location and custodian of documents and any other material <br />which constitute the record of proceedings upon which the City Council based its decision to <br />adopt this negative declaration is as follows: David R.
