RESOLUTION NO. R-27-04 <br />1 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />2 <br />COLTON, APPROVING AN AMENDMENT TO THE WEST VALLEY <br />3 SPECIFIC PLAN, EAST SUBAREA, TO CHANGE THE LAND USE <br />DESIGNATION OF 26 PARCELS FROM COMMUNITY RETAIL (CR) <br />4 TO RESIDENTIAL SINGLE FAMILY (RSF): FILE NO. DAP-000-209 <br />5 WHEREAS, the City of Colton Community Development Department has filed an <br />6 application ("File No. DAP-000-209") to amend the West Valley Specific Plan, East Subarea <br />7 ("Specific Plan") to change the land use designation of 26 properties generally located south of <br />8 Valley Boulevard, bounded by Rancho Avenue to the west, Pennsylvania Avenue to the east, a <br />9 public alley to the north and J Street and the 1-10 Freeway to the south (Assessor Parcel Nos. <br />10 0162-122-13 & 27; 0162-124-10, 11, 12, 16 & 17; 0162-132-01, 04, 05, 06, 15, 16, 17, 19 & 20; <br />11 0162-134-09,12,14,15,16,18,19,20, 23, 24) from "Community Retail" (CR) to "Residential Single <br />12 Family" (RSF) ("Application"), affecting approximately 4.6± acres of land that are currently vacant <br />13 and developed with single family residential uses ("Subject Site"); <br />14 WHEREAS, the Application was referred to all affected public agencies; <br />15 WHEREAS, the Application was reviewed, studied, and found to be consistent with <br />16 the City's adopted General Plan and the West Valley Specific Plan; <br />17 <br />WHEREAS, the Application was reviewed, studied, and found to comply with the <br />18 <br />California Environmental Quality Act ("CEQA") as more fully described below; <br />19 <br />WHEREAS, on December 9, 2003, the Planning Commission of the City of Colton <br />20 <br />("Planning Commission") conducted a duly noticed public hearing on the Application at which time <br />21 <br />all persons wishing to testify in connection with the Application were heard and the Application was <br />22 <br />comprehensively reviewed; <br />23 <br />24 WHEREAS, on April 6, 2004, the City Council of the City of Colton ("City Council") <br />25 conducted a duly noticed public hearing on the Application at which time all persons wishing to <br />26 testify in connection with the Application were heard and the Application was comprehensively <br />27 reviewed; and <br />28 WHEREAS, all other legal prerequisites to the adoption of this Resolution have <br />occurred. <br />RVPUB\MXM\669728.1 <br />
