Based on the entire record before the City Council, all written and oral <br />evidence presented, and the findings made in this Resolution, the City Council hereby approves an <br />amendment to the Specific Plan by changing the land use designation of the Subject Property <br />legally described on the attached Exhibit "A" from "Community Retail" (CR) to "Residential Single <br />Family" (RSF). The City Council further approves an amendment to Figure 3.1 (Overall Land Use <br />Plan) and Figure 3.4 (East Subarea Land Use Plan) to reflect the redesignation of the Subject Site <br />from "Community Retail" (RR) to "Residential Single Family" (RSF). A graphic representation of the <br />amendments to Figure 3.1 and Figure 3.4 are attached hereto as Exhibits "B" and "C" respectively. <br />SECTION 2. Based on the entire record before the City Council and all written and <br />oral evidence presented, the City Council finds the Specific Plan Amendment is consistent with the <br />General Plan of the City of Colton ("General Plan") and the West Valley Specific Plan and <br />systematically implements the goals and objectives of the General Plan and Specific Plan for the <br />following reasons: <br />A. GP Land Use Element - General Objective No. 1. The Specific Plan <br />Amendment promotes the creation of land use patterns, which provide a safe, harmonious and <br />attractive residential living environment. The proposed Specific Plan Amendment provides for a <br />land use designation and appropriate standards for the continued existence and development of 26 <br />parcels of land. The additional area devoted to residential land uses promotes housing <br />opportunities in the City of Colton. <br />B. General Plan Land Use Element - Principle No. 2. The Specific Plan <br />Amendment promotes a diversity of residential development types by accommodating and providing <br />for varying income housing opportunities in the West Valley Specific Plan East Subarea. In addition, <br />the Specific Plan East Subarea encourages in -fill housing and rehabilitation of the existing housing <br />stock, as well as construction of single-family residences that are compatible in scale and character <br />with the existing residential neighborhoods. <br />C. The Specific Plan Amendment promotes an appropriate distribution, location, <br />and extent and intensity of major components of public and private transportation, sewage, water, <br />drainage, solid waste disposal, energy, and other essential facilities proposed to be located within <br />the Specific Plan area and needed to support the land uses within the Subject Site. The Subject <br />Site already has access to backbone infrastructure components. Moreover, approval of the Specific <br />Plan Amendment provides additional housing opportunities in the East Subarea of the West Valley <br />Specific Plan and returns the existing residential properties to their previous land use designation <br />prior to the adoption of the West Valley Specific Plan in 1996. <br />D. The Specific Plan Amendment is consistent with the West Valley Specific <br />Plan and General Plan standards and criteria for development, and standards for the conservation, <br />development, and utilization of natural resources, where applicable. The Specific Plan Amendment <br />amends the land use designation of 26 parcel of land totaling 4.6± acres of property. Designating <br />these 4.6 acres for residential land uses promotes residential development and assists the City in <br />meeting its Regional Housing Needs as identified in the City's Adopted Housing Element. In <br />addition, this Specific Plan Amendment land use re -designation will help promote the objectives of <br />the Residential — Single Family Specific Plan East Subarea by maintaining the existing single-family <br />housing inventory, scale, character and architectural detail which characterizes the historic fabric of <br />Old Colton. <br />E. The Specific Plan Amendment promotes greater design flexibility and <br />encourages more economical and efficient use of land because it redesignates the Subject Site for <br />residential land uses and assures that existing residential uses do not remain nonconforming. <br />SECTION 3.
