Based on the entire record before the City Council, all written and <br />oral evidence presented to the City Council, and the findings made in this Resolution, the City <br />Council of the City of Colton hereby amends the General Plan land use designation for the <br />Subject Site, as set forth on the attached Exhibit "Al", from "Low Density Residential" to "Low <br />Density Residential/Planned Community" ("General Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all written <br />and oral evidence presented to the City Council, the Council finds the General Plan Amendment <br />promotes the goals and objectives of the General Plan, and each element thereof, and leaves <br />the General Plan a compatible, integrated, and internally consistent statement of policies. <br />In accordance with the City of Colton General Plan, the proposed land use <br />classification of Low Density Residential/Planned Community (Overlay) provides for land uses <br />that are adequately buffered and which do not adversely affect surrounding property. (See <br />Colton General Plan, p. 2-19.) Moreover, the Planned Community Overlay permits development <br />of the Subject Site with greater flexibility in design to encourage a variety of housing types and a <br />more creative development approach. Further, most of the existing infrastructure improvements <br />in this area are in place so that once the Subject Site is developed it will be adequately served by <br />surrounding public streets and other infrastructure improvements. Finally, designating the <br />Subject Site as "Low Density Residential/Planned Community Overlay" will promote the <br />availability of additional land to meet the region's housing needs. <br />SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public interest because it provides housing opportunities for Colton <br />residents. <br />SECTION 4. In considering this General Plan Amendment, the City Council has <br />considered the housing needs of the region and balanced those needs against the public service <br />needs of the residents and available fiscal and environmental resources. <br />SECTION 5. Based on the entire record before the City Council and all written <br />and oral evidence presented, the City Council finds the General Plan Amendment complies with <br />"CEQA" and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study prepared for the Application <br />contain a complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />B. The negative declaration and initial study prepared for the Application <br />reflect the independent judgment of the City Council. <br />C.
