R-147-05 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />ESTABLISHING A LOCAL INITIATIVE TO SUPPORT THE DISASTER <br />RESPONSE EFFORTS IN THE HURRICANE -RAVAGED AREA OF THE <br />GULF COAST <br />WHEREAS, in September, President George W. Bush declared that a state of <br />emergency exists in the State of California and ordered federal aid to supplement state <br />and local efforts to help people evacuated from their homes due to Hurricane Katrina; <br />r <br />WHEREAS, Hurricane Katrina has inflicted more destruction on the regions of <br />the Gulf Coast than any other storm in recorded history; <br />WHEREAS, since the occurrence of Hurricane Katrina, the Gulf Coast has been <br />hit by two more severe storms, Hurricanes Rita and Wilma; and <br />WHEREAS, the destruction inflicted on the communities of the Gulf Coast by <br />the 2005 hurricanes has overwhelmed the capacity of local non-profit and <br />governmental agencies to respond; and <br />WHEREAS, the City of Bay St. Louis, Mississippi is one of the many cities that <br />experience extensive destruction due to the hurricanes, including the loss of many <br />historic structures and most of the City's downtown area, along with the destruction of <br />approximately 80 percent of the City Hall; and <br />WHEREAS, the response to such disasters frequently exceeds a community <br />such as Bay St. Louis' available resources because of the magnitude of the event and <br />the expense associated with having in place at all times the personnel, equipment and <br />funding necessary to effectively respond to a catastrophic event; and <br />
