1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />it <br />a <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, because of these challenges, local governments have developed a <br />tradition of mutual aid to other local governments faced with the daunting task of <br />responding to natural disasters; and <br />WHEREAS, while some of these mutual aid agreements are more formal, the <br />unpredictable nature of disaster response and the impacts of a major disaster on a <br />large geographic region makes it necessary for public agencies to offer mutual aid on a <br />more ad hoc basis as well; and <br />WHEREAS, this aid can take the form of offers of city personnel, equipment, <br />facilities and/or monetary aid depending on the needs of affected cities; and <br />WHEREAS, communities in California are subject to several types of <br />catastrophic natural disasters, including, but not limited to, earthquakes, floods, <br />landslides and fires; and <br />WHEREAS, the City Council finds that the giving of aid to the City of Bay St. <br />Louis fosters an ethos of reciprocity and establishes a sense of mutual aid in the event <br />that the City of Colton is someday faced with a natural disaster; and <br />WHEREAS, the provision of City personnel, funds, facilities or equipment to <br />assist other public agencies in responding to a disaster provides both citizens and staff <br />with valuable experience and insight into how best to be of service in the event of an <br />emergency in the City of Colton; and <br />WHEREAS, the City Council has discussed how to provide assistance to <br />communities affected by the recent hurricanes in the Gulf Coast region; and <br />WHEREAS, the community of the City of Colton desires to actively support both <br />short-term disaster response operations and long-term recovery operations in the <br />affected area; and <br />
