The published notice will <br />encompass one-eighth of a newspaper page. <br />Section 3 Boundaries and Designation: The description of the District boundary and the <br />Zones therein are outlined n the Engineer's Report and by reference made part of this <br />Resolution. The district consists of five (5) Benefit Zones. The district is designated as <br />"Colton Landscape and Lighting Maintenance Assessment District No. 1". <br />Section 4 Description and Location of Improvements: The improvements within the <br />District include but are not limited to: turf, ground cover, shrubs, trees, irrigation systems, <br />ornamental lighting, entry monuments, drainage systems, existing and associated <br />appurtenances. The Engineer's Report describes all new improvements or substantial <br />changes in existing improvements, and the location thereof. <br />Section 5 Report of Engineer The City Council of said City by Resolution Number R-42-05 <br />has preliminarily approved the report of the Engineer of Work which report indicated the <br />amount of the proposed assessment, the district boundaries, assessment zones, detailed <br />description of improvements, and the method of assessment. The report titled "Annual <br />Engineer's Report, Fiscal Year 2005/2006, Landscape and Lighting Maintenance Assessment <br />District Number 1 ", is on file in the office of the City Clerk of said City. Reference to said <br />report is hereby made for all particulars for the amount and extent of the assessments, <br />estimated expenses, the boundaries of said district, and for the location and extent of the <br />work. <br />Section 6 Collection of Assessments The assessment shall be collected at the same <br />time and in the same manner as taxes for the County of San Bernardino are collected. The <br />Engineer of Work shall file a report annually with the City Council of said City and said City <br />Council will annually conduct a hearing upon said report at their regular meeting before <br />August 10th, at which time assessments for the next Fiscal Year will be determined. That the <br />annual assessment reflecting the reasonable cost of providing for the maintenance, servicing <br />and operation of the public street landscaping and appurtenant facilities is subject to an up to <br />3% annual increase inflation factor as approved by Council. Reference is made to the <br />Engineer's Report for the amount and extent of the assessments. <br />Section 7 Time and Place of Public Information Meeting Notice is hereby given that on <br />June 7, 2005, at 6:00 p.m., or as soon thereafter as feasible in the City Council Chambers at <br />City Hall, 650 North La Cadena Drive, Colton, CA. is hereby fixed as the time and place for a <br />public information meeting by this City Council at which testimony will be taken regarding the <br />assessments the City Council proposes to levy. <br />Section 8 Time and Place of Public Hearing Notice is hereby given that on July 5, 2005, <br />at 6:00 p.m., or as soon thereafter as feasible in the City Council Chambers at City Hall, 650 <br />North La Cadena Drive, Colton, CA., is hereby fixed as the time and place for a public <br />hearing by this City Council on the question of the levying and collection of the proposed <br />assessments. That any and all persons having any objections to the assessment district may <br />appear and show cause why the proposed 2005/2006 assessments should not be confirmed <br />in accordance with this Resolution of Intention.
