To this end, the provisions of this Resolution are declared to be <br />severable. <br />SECTION 5: The City Council hereby finds and determines that it can be seen with <br />certainty that there is no possibility that this Resolution may have a significant adverse effect <br />on the environment. Thus, the adoption of this Resolution is exempt from the requirements <br />of the California Environmental Quality Act (Public Resources Code §§ 21000 et seg.) <br />("CEQA') pursuant to Section 15061(b)(3) of the CEQA Guidelines. Staff is directed to file a <br />Notice of Exemption with the San Bernardino County Clerk's Office within five (5) working <br />days of the adoption of this Resolution. <br />SECTION 6: This Resolution shall become effective immediately upon its adoption. <br />PASSED, APPROVED, AND ADOPTED, this 3rd day of May, 2005. <br />ATTEST: <br />(UwkE am Oka <br />CAROLINA P.
