Based on the entire record before the City Council, all written and <br />oral evidence presented, and the findings made in this Resolution, the City Council of the City of <br />Colton hereby amends the General Plan land use designation for the Subject Site, as set forth <br />on the attached Exhibit "Al", from "Low Density Residential" to "Office/Business Park" ("General <br />Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all written <br />and oral evidence presented during the public hearing, the City Council finds the General Plan <br />Amendment promotes the goals and objectives of the General Plan, and each element thereof, <br />and leaves the General Plan a compatible, integrated, and internally consistent statement of <br />policies. In accordance with the City of Colton General Plan, the proposed land use designation <br />is consistent with General Plan Commercial Land Use Principle 3.c. which states that the <br />"Office/Business Park" land use designation is intended to provide space for distributors and <br />other retail outlets if operations can be accomplished entirely indoors and are related to the <br />service needs of manufacturers. The Subject Site adjoins Office/Business zoned properties to <br />the north, east and west and will be compatible with future development in this vicinity. <br />Furthermore, most of the existing infrastructure improvements in this area are in place so that <br />once the Subject Site is developed it will be adequately served by surrounding public streets <br />and other infrastructure. In addition, development of the Subject Site in accordance with the <br />goals and standards of the General Plan, as well as the development standards of the <br />underlying zoning designation, will assure that development of the Subject Site is compatible <br />with the goals, polices and standards of other General Plan elements. <br />SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public interest because it will provide additional land designated for the <br />development of distributors and other retail outlets to meet the service needs of manufacturers <br />in the City of Colton. <br />SECTION 4. In considering this General Plan Amendment, the City Council has <br />considered the housing needs of the region and balanced those needs against the public <br />service needs of the residents and available fiscal and environmental resources. Regarding the <br />housing needs, the City Council has found and determined that the proposed General Plan <br />Amendment will not impact the City's ability to meet the Regional Housing Needs as outlined in <br />the City's General Plan housing element because there are a sufficient number of other <br />residential properties in the City that are designated and zoned for residential development and <br />can accommodate residential development. <br />SECTION 5. Based on the entire record before the City Council and all written <br />and oral evidence presented, the City Council finds the General Plan Amendment complies with <br />"CEQA" and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study prepared for the Application <br />contains a complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />B. The negative declaration and initial study prepared for the Application <br />reflect the independent judgment of the City Council. <br />C.
