All environmental impacts of the Application are insignificant. There is no <br />substantial evidence in the record supporting a fair argument that the Application will result in <br />significant environmental impacts. <br />E. The Application will not result in any changes to the following resources: <br />(1) riparian land, rivers, streams, watercourses and wetlands; (2) native and non-native plant life <br />and the soil required to sustain habitat for fish and wildlife; (3) rare and unique plant life and <br />ecological communities dependent on plant life; (4) listed threatened and endangered plants <br />and animals and the habitat in which they are believed to reside; (5) all species listed as <br />protected or identified for special management in the Fish and Game Code, the Public <br />Resources Code, the Water Code or regulations adopted thereunder; (6) all marine and <br />terrestrial species subject to the jurisdiction of the Department of Fish and Game and the <br />ecological communities in which they reside; and (7) all air and water resources, the <br />degradation of which will individually or cumulatively result in a loss of biological diversity among <br />the plants and animals residing in that air and water. <br />SECTION 6. The location and custodian of documents and any other material <br />which constitute the record of proceedings upon which the City Council based its decision to <br />adopt this negative declaration is as follows: David R. Zamora, City of Colton Community <br />Development Department, 659 N. La Cadena Drive, Colton, CA 92324, (909) 370-5079. <br />SECTION 7. The City Council directs staff to file a Notice of Determination and <br />a Certificate of Fee Exemption (De Minimis Impact Finding) with the County of San Bernardino <br />within five (5) working days of project approval. <br />SECTION 8. Effective Date.
