On June I' of each fiscal year, an employee may voluntarily designate any portion of his/her <br />accrued vacation to be transferred to a separate account to be used for Association business. This <br />notification shall be in writing and is irrevocable. The use of such time is at the sole discretion of <br />the Association. Scheduling such time off is subject to the same restrictions currentlz in effect for <br />scheduling vacation and holiday time off. Any time left in the account as of June 30 of each year <br />shall be carried over to the following year. <br />Section 4: Grievance Procedure <br />I. STATEMENT OF PURPOSE <br />The purpose and objectives of the grievance procedure are to: <br />A. Assure fair and equitable treatment of all employees and to promote harmonious <br />relations among employees and their supervisors. <br />B. Afford employees a written and simple means of obtaining consideration of their <br />grievance by informal means at supervisory level and review of the supervisor's <br />decisions. <br />C. Resolve grievances as quickly as possible and to correct, if possible, the causes of <br />grievances, thereby reducing the number of grievances and future similar <br />complaints. <br />Il. DEFINITIONS <br />A. Day - A work day unless otherwise stated. A workday is a day on which City Hall is <br />open for business for its full normal working hours. <br />B. Grievant - Any employee in the Fire Unit, except those persons elected by popular <br />vote. An Association may file a grievance on behalf of itself or its members. <br />C. Grievance - An alleged violation or non-compliance with the provisions of this <br />MOU, any supplemental MOU, City of Colton's written or unwritten personnel rules <br />and regulations, departmental rules and regulations, and other policies and practices. <br />D. Representative - A person who, at the request of the employee or supervisor, is <br />invited to participate in the grievance or conferences. <br />E. Immediate Supervisor - The person having evaluation responsibility for the <br />Grievant. <br />F. Class Grievance — <br />1. Each employee must submit his or her grievance in writing.
