Based on the entire record before the City Council, all written and <br />oral evidence presented to the City Council, and the findings made in this Resolution, the City <br />Council of the City of Colton hereby amends the General Plan land use designation for the <br />Subject Site, as set forth on the attach<:d Exhibit "Al", from "Public Facility" to "Industrial Park" <br />("General Plan Annendrnent"). <br />SECTION 2. Based on the entire record before the City Council and all written <br />and oral evidence presentee to the City Council, the City Council finds that the General Plan <br />Amendment promotes the goals and objectives of the General Pian, and each element thereof, <br />and leaves the General Plan a compatible, integrated, and internally consistent statement of <br />policies. <br />A. In accordance with the City of Coitoo General Plan, the proposed land use <br />classification provides for industrial lana uses that are light in nature and that have a high level of <br />visual amenities. (See Colton Gel�eral Flan, I^ 2-18.) <br />B. in accordancc,e with the.. City of Colton General Plan, the proposed land use <br />classification provides for land thrit r re adegUately buffered and which do not adversely <br />affect surrounding property. (See Colton General Plan, p `,,_--24.) <br />C. The land use designation of the Subject Site is currently Public Facility; <br />however the City has determined that the Subject Site is not needed for expansion of existing <br />City public facilities. Therefore, de-z-Jgnating the Subject Site as Industrial Park will allow <br />commercial use of the Subject Site, w ilch ��01 improve the! economic base in this portion of the <br />City. <br />;SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public intere3t because it provides additional commercial opportunities in <br />the City. <br />SECTIC)N 4. Based o,n the entire r,,-c.ord befcre the City Council and all written <br />and oral evidence presented the City Col,incil finds the General Plan Amendment complies with <br />CEQA and hereby adopts I.he negative: declaration (MNG) and the associated <br />Mitigation Monitoring and Reporting ProYarn (MMRP) for the following reasons: <br />A. The MND, I',4MRP and -the initia' stu�Jy prepared for the Application contain <br />a complete and accurate reporting of ti' -,e environmental impacts associated with the Application. <br />The documents have been cor pleted in compliance with CEQA and the State CEQA <br />Guidelines. <br />B. The MND. P,'MRF and initial study prepared for the Application reflect the <br />independent judgment c,f the City Council. <br />C . As the dec:is; on i _3!Jng body for the Application, the City Council reviewed <br />and considered thle inforrnation contained in the MND the associated MMRP and the initial study <br />and administrative record prior to approving the Application. <br />G. All environmental imparts of tl-e Aloplication are insignificant and will be <br />mitigated to a level of insigri,"icance.
