While the signs proposed in the Application are an integral part of <br />retail sales appropriate for commercial areas, the signs proposed in the Application are <br />excessive in size and height, are inappropriately scaled, and are aesthetically obtrusive. <br />b. Granting the Application, as requested, would set a precedence for <br />allowing excessively "over -sized" signage in the community, contrary to the objectives of the <br />City's General Plan. <br />2. Land Use Element — Commercial Principle B-4 (pp. 2-23) states that, <br />"well-designed, human -scaled commercial developments featuring an attractive and efficient <br />pedestrian environment should be encouraged as they add to the responsiveness of <br />commercial growth to localized needs". <br />a. The request for variance from the height and size limitations set <br />forth in the City Zoning Ordinance to allow a freeway sign that is 75' above freeway grade <br />and 1,092 feet in area size is excessive. The proposed freeway sign is inappropriately <br />scaled, and would have a negative aesthetic effect on the surrounding community. <br />b. The requested deviation from the City Zoning Ordinance for the <br />proposed freeway sign is even more obtrusive when reviewed in conjunction with the <br />proposed over -sized improvements to the existing pole sign. <br />SECTION 3. Based on the entire record before the City Council and all <br />written and oral evidence presented, and the findings made in this Resolution, the City <br />Council hereby finds that the Application does not comply with the City's Zoning Ordinance. <br />1. Section 18.50.010(8) of the City's Zoning Ordinance states that the <br />City should, "Promote signs and graphics that are attractive, pleasing and harmonized with <br />the physical character of the environment and surrounding properties, while serving the <br />advertising needs of the business community.
