R-156-06 <br />A RESOLUTION OF THE OF THE CITY COUNCIL OF THE <br />CITY OF COLTON DENYING THE APPEAL AND <br />UPHOLDING THE PLANNING COMMISSION'S DENIAL <br />OF AN APPLICATION FOR A CONDITIONAL USE <br />PERMIT, DESIGN REVIEW, STREET VACATION, MINOR <br />VARIANCE AND ENVIRONMENTAL ASSESSMENT FOR <br />A PROPOSED NIGHT CLUB, CONVENTION CENTER, <br />AND PROFESSIONAL/ RETAIL SALES COMPLEX FOR <br />PROPERTY LOCATED AT 329 WEST "F" STREET (FILE <br />INDEX NO. DAP -000-504) <br />WHEREAS, Jesus Perea Ochoa and Art Munoz ("Applicants") filed an <br />application (File No. DAP -000-504) requesting approval of a Conditional Use Permit, <br />design review, street vacation, Minor Variance to reduce parking by ten percent <br />(10%), and environmental assessment for a proposed night club, convention center, <br />and professional/retail sales complex at an existing fire damaged warehouse <br />("Application" or the "Project") located at 329 West "F" Street, Assessor's Parcel Nos. <br />0162-034-01 and 0162-085-04, in the City of Colton, County of San Bernardino <br />("Subject Site"); and <br />WHEREAS, the most current floor plans for the Project submitted by <br />the Applicant provide for 15,800 square feet of daytime/ retail and office use, which <br />includes stairway, lobby and restrooms plus 565 square feet of storage area (the <br />"Retail/Office Area"); and <br />WHEREAS, the most current floor plans for the Project submitted by <br />the Applicant provide for 4,769 square feet of entertainment area to be utilized for <br />-1- <br />
